You pay for quality. This is for freelance clients, fellow authors… everyone. By no means should you hire someone you can’t afford. Work within YOUR budget, but don’t diminish someone’s skills and time by insisting they work for next to nothing because you don’t want to spend any money.

Sometimes I feel it stems from people putting down creative arts and not taking it seriously as a skill. If you aren’t capable of doing it, don’t expect someone who trained/practiced for years/whatever to do it for a pittance.
